Some of these focused on war-damaged town centres, others on areas of slum clearance. These CDAs instituted a prolonged programme of clearance and redevelopment for reshaping and improving urban areas. Programme maps showed the stages by which development was to occur, given that development plans were to cover a twenty-year period. The preparatory work for the development plans included an extensive report of survey which focused on physical land use issues. All development, broadly defined in the 1947 Act but excluding agricultural development, was to be subject to development control, the need to obtain prior planning permission from the local planning authority.

As the scope of the planning system had grown, with more and more issues seen as having a land use dimension, planning professionals were seen as much more than urban designers. In 1950s the Schuster Report of the Committee on the Qualifications of Planners was published. This recommended widening the entrants to the profession from mainly architectural, engineering and surveying backgrounds to include economists, geographers and sociologists. The syllabuses of planning courses were correspondingly broadened to include these social sciences.

This was a very different experience to that of the First World War, though. Whereas the war of 1914-18 had been supplied by entrepreneurs operating in a relatively free market, the war of 1939-45 was public sector-directed. The level of government involvement in the details of civil and military preparation for war was unprecedented. At the same time, mobilisation, evacuation of the cities and other population movements placed different social groups from different parts of the country in contact with each other, often for the first time.
