The first one is the revised Treaty of Rome that includes terms for the economic and monetary union (EMU), the second refers to defence and foreign policy, and the last one deals with justice and home affairs. No matter how it is interpreted, the Maastricht Treaty is basically about economic and monetary union. That is spelt out both in the Preamble and Articles B and G, respectively. Unlike the supply-side oriented and ‘technical’ 1992 Programme, EMU touches political issues. Although it may be masked behind technicalities, it deals with a single currency and, hence, the political sovereignty of the EU nations.

A potentially rejuvenated old division of ‘spheres of influence’ has a corrosive effect on the unity of the EU as proclaimed by the Maastricht Treaty. Contrary to Latin activism, the expanded EU would slow down integration and increase the liberals’ apprehension regarding the bold interventionist steps in the economy. The ratification procedure of the Maastricht Treaty did not go smoothly at all. Although the Treaty was ratified by all member countries, in most of them it provoked heated debates.

Germany is now locked in the EU for quite some time to come, but the question still remains as to how it will use its clout in EU affairs in the future? Would this be ‘European Germany’, or ‘German Europe’? It must not be forgotten that most of the EFTA countries aspired to join, and actually did join the EU. The new democracies of eastern Europe also wish to become members, as did Greece, Spain and Portugal during the 1970s. In a larger and, perhaps more diluted EU, would decision-making lead to a paralysis in the operation of the EU, as France fears?
