Indeed, even if the registers are gated, the number of leafs in the clock tree remains 37 (coming 24 Philippe Manet et al. from 190). It is still high because 12 or 24 clock cycles are used to execute most of the instructions and entire blocks of the core are unused most of the cycles. In order to reduce further the switching activity, we add gating in the clock tree at higher level than leaf level. The gating is done the same way it is applied at register level. Second, the majority of memory, branch and integer arithmetic instructions, where one of the source operands is either a shift or a literal constant, could be processed in a 32-bit adder. Initially, it looks that these instruction require a 64-bit adder because PC and source registers are 64 bit width. However, in all these instruction the other source operand is narrow (21 bit width for the BRA instruction type, 13 bit width for the JMP instruction type and so on) and for this reason it is very unlike that the operation requires a full 64-bit adder.
