Indeed, even if the registers are gated, the number of leafs in the clock tree remains 37 (coming 24 Philippe Manet et al. from 190). However, in all these instruction the other source operand is narrow (21 bit width for the BRA instruction type, 13 bit width for the JMP instruction type and so on) and for this reason it is very unlike that the operation requires a full 64-bit adder.
