20 The progress of the war meant the virtual cessation of new building, and finally, in 1944–5 there came the destruction of more than two million houses by bombing, and of another half-million by the authorities to make fire-breaks in densely populated areas. This meant a total loss of more than a sixth of the nation’s houses. Post-war chaos, the necessity of supplying the needs of the occupation army and the looseness and ineffectiveness of licensing and buildingmaterial controls did not provide the best background for attempts to repair these losses.

This hard core of depressed areas remained despite legislation following this survey which enabled local authorities to receive loans for slum clearance. No more than one-tenth of the dwellings in the designated areas 40 HOUSES AND APARTMENT BLOCKS were rebuilt or replaced. 18 The provision of houses for the urban population was almost exclusively in the hands of speculative builders and of paternalistic employers, but the government began in the twenties to do something to increase the quantity as well as regulate the quality of housing.

So great has been the shortage of capital since the war, that facilities for the small investor are well developed and share holdings are spread over a wide sector of the urban population.
