Our highly mobile and highly productive global economy literally runs on the stuff. Oil and natural gas have propelled the quadrupling of the world’s human population over the past century, largely by powering the tractors and irrigation pumps and by providing the chemical fertilizer that have quadrupled agricultural yields. )3 We have converted, literally, petroleum into food and food into billions of people. And we have been able to do this because oil and gas have been ridiculously cheap. Even when the price of a barrel of oil soared to record levels in mid-2008, oil-based energy was still an extraordinary bargain: three spoonfuls of crude oil contain as much energy as eight hours of human labour yet cost a tiny fraction of this labour at market prices.

Especially in Africa, but also in some parts of Asia and Latin America, it will undermine already frail governments—and make challenges from violent groups more likely—by reducing revenues, overwhelming bureaucracies with problems and revealing how incapable these governments are of helping their citizens.
